Driving in Kathmandu or anywhere in Nepal comes with its own set of challenges, but knowing the legal/financial risks is crucial. Whether you missed a red light or forgot to renew your Bluebook (Billbook), the fines can add up quickly.
This guide details the updated Traffic Police fine rates for 2025 and explains exactly how the Bluebook renewal fine is calculated so you don’t get scammed or surprised at the Transport Management Office (Yatayat Karyalaya).
Nepal Traffic Police Fine Rates (2025 Update)
⚠️ IMPORTANT UPDATE (Draft Law 2081): A new “Vehicle and Transport Management Act 2081” is currently in the draft phase. If passed, fines will skyrocket to NPR 10,000 - 50,000 for offenses like Drunk Driving and Speeding. However, as of early 2025, the existing fine structure below is still in effect.
The Traffic Police in Nepal strictly enforce fines under the current Motor Vehicle and Transport Management Act. While the standard fine ranges from NPR 500 to NPR 1,500, serious offenses can incur penalties up to NPR 5,000.
| Violation Type | Fine Amount (NPR) | Additional Penalty |
|---|---|---|
| MaPaSe (Drunk Driving) | 1,000 | License Hole/Suspension + Mandatory Class (NPR 1,000 extra) |
| No License | 1,000 - 5,000 | Vehicle Impound (Holing of license if caught driving other vehicle) |
| Lane Violation | 500 - 1,500 | 1 Hour Class |
| Red Light Violation | 500 - 1,500 | - |
| No Helmet / Seatbelt | 500 | - |
| Overspeeding | 500 - 1,500 | - |
| Modified Bike (Silencer) | 1,000 - 15,000 | Bike Impound (Can go to court for noise pollution) |
Note: For MaPaSe (Drinking and Driving), you not only pay the fine but also attend a mandatory 1-hour class the next day. Your license will be punched (holed). After 5 holes, your license is permanently cancelled.
Bluebook (Billbook) Renewal Fine Calculator
One of the most confusing aspects for vehicle owners is the penalty for not renewing the Bluebook (Vehicle Tax) on time. The Fiscal Year (FY) in Nepal generally ends in mid-July (Asar end).
If you miss the renewal date, the fines are calculated as a percentage of the tax amount, not a flat fee.
Fine Slabs for Late Renewal:
- Up to 30 Days Late: 5% of the Tax Amount
- 31 to 45 Days Late: 10% of the Tax Amount
- 46 Days to End of Fiscal Year: 20% of the Tax Amount
- After Fiscal Year Ends (Crosses Asar): 32% per year (Cumulative)
Example Calculation:
If your bike’s annual tax is NPR 4,000 and you are late:
- 1 Month Late: You pay 4,000 + 5% (200) = NPR 4,200
- 1 Year Late: You pay Tax (4,000) + Fine (32% = 1,280) = NPR 5,280 (plus renewal charge)
Pro-Tip: Always renew before Asar end (mid-July). Once the fiscal year changes, the fine jumps straight to roughly 32% because the “Fiscal Year penalty” kicks in.
