How to File a Cyber Crime Complaint in Nepal: Email & Police Process 2025
Harassed online? Scammed? Here is the step-by-step guide to reporting a case to the Nepal Police Cyber Bureau in Bhotahity. Includes the official email address and evidence checklist.

Cybercrime in Nepal—from “sextortion” and fake loan apps to social media hacking—is exploding. The good news: The Cyber Bureau (Nepal Police) is one of the most active and modern units in the country. You do NOT always need to visit the police station to start a case.
Here is the practical 2025 guide on how to report a crime safely.
1. Where to Go? (The Location)
Unlike normal crimes, your local police chowki might not have the tech tools to help. You should go directly to the specialized unit.

Note: If you are outside Kathmandu, you can file a preliminary complaint at your District Police Office (DPO), which will forward it to the Bureau.
2. How to Report via Email (Remote Method)
If you cannot visit Bhotahity immediately, or if the threat is urgent, email the bureau.

3. The “Evidence Checklist” (Crucial)
Police cannot act on “he said/she said.” You need digital proof. Do NOT delete chats before taking screenshots!
A. For Harassment / Defamation
- Screenshots: MUST show the offender’s profile name and photo.
- The URL: Copy the Profile Link (e.g.,
facebook.com/username). Changing the name doesn’t change the unique ID if you have the link. - Timestamps: Ensure the date/time of messages is visible.
B. For Financial Scams / Hacking
- Bank Traces: Esewa/Khalti Transaction ID or Bank Statement showing money transfer.
- Chat Logs: Export the WhatsApp/Viber chat history.
- Email Headers: If the scam was via email, do not just screenshot the body. Expand the header to show the sender’s IP address.
4. What Happens Next?
- Tracking: The Bureau uses IP tracking and ISP cooperation to locate the device.
- The Arrest: Police can arrest suspects anywhere in Nepal.
- The Law: Charges are filed under the Electronic Transactions Act 2063 (Section 47). Punishment can be up to 5 Years in Jail or NPR 1 Lakh Fine.
